Actor Geoffrey Rush has urged the Victorian government to think of Melbourne as an artwork to be preserved, after it announced changes to planning laws he fears will give developers "open slather."

Local councils will lose their control over areas of metropolitan significance - including suburban centres - in a move designed to help the government better enforce its planning policy for the capital, Melbourne 2030.
